INCOME TAX
INSTRUCTION NO. 1953/1998
Dated: August 28, 1998
Subject:- Even/equal disposal of assessment work during the year--Recommendation of the Standing Committee on Finance--Regarding.
The Standing Committee on Finance (1994-95) in its Tenth Report on the working of the Centra1 Board of Direct Taxes has observed that there has been a steady growth in the demand shown as "not fallen due" at the end of a financial year. The reason for this is that a major portion of the current demand is raised only in the last quarter as most of the assessments arc completed only in this period. This has resulted in the current demands remaining unrealised during that financial year.
2. In order to facilitate realisation of demand in the same financial year, the Standing Committee has recommended that the disposal of work relating to assessment, should be even/equal throughout the year. Accordingly all Chief Commissioner of Income tax/Directors General of Income-tax are requested to ensure that the disposal of assessment work is even and uniform throughout the year so that there is adequate time to collect the demands raised during the current year itself. The Chief Commissioner of Income tax and Directors General of Income tax are further requested to place proper mechanism to monitor the performance and ensure compliance with this instruction.
